Xinlang Community in SIP’s Loufeng Sub-district, comprising five residential quarters with 64 buildings housing 3,557 households, has been piloting a series of measures in recent years to improve grassroots governance and enhance residents’ sense of happiness through a refined governance network of micro grids.

The community is divided into eight comprehensive grids and two dedicated grids. The comprehensive grids are further subdivided into 42 micro grids, each covering 50 to 100 households.

Each micro grid has a grid chief, who is usually a CPC member, the leader of a resident group, or a property management worker, and also several supervisors who are resident representatives, retirees and volunteers. They visit residents to learn about their needs and lead actions aimed at fulfilling these needs.

The community has set up a “Happiness Exchange Station” that implements an incentive mechanism, under which volunteers earn points by participating in services, mediating disputes, and offering suggestions.

Meanwhile, by collaborating with different authorities and social organizations, the community ensures that professional services reach households. For example, residents with legal concerns can quickly access to lawyers through grid supervisors, and seniors in need of psychological assistance receive support from psychological consultants quickly.

The community has also supported the development of five clubs—including those focused on baking, family bonding, and youth growth—with 170 members who have participated in over 80 events so far. Through these events, these people have enhanced friendships and gained a stronger sense of belonging.
